3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:投標(biāo)人資格和業(yè)績要求：

投標(biāo)人需提供以下文件

*（1）投標(biāo)人須按招標(biāo)文件第一冊(cè)第四章格式IV-9.資格證明文件格式的要求填寫和提交有關(guān)資料。
*（2）投標(biāo)產(chǎn)品原產(chǎn)地在關(guān)境外的投標(biāo)人必須是制造商或其下屬子公司。如投標(biāo)人為制造商下屬子公司，則須由制造商總部提供其與制造商的關(guān)系證明文件的掃描件，關(guān)系證明文件必須由制造商簽字蓋章并提供有效聯(lián)系人和聯(lián)系方式，以便核實(shí)。
*（3）投標(biāo)產(chǎn)品原產(chǎn)地在關(guān)境內(nèi)的投標(biāo)人必須是制造商（不接受代理商投標(biāo)）。
*（4）投標(biāo)人未被中國石************有限公司投標(biāo)人失信行為管理辦法》的規(guī)定，失信分達(dá)到8分時(shí)，暫停投標(biāo)人的投標(biāo)資格半年；失信分達(dá)到9分時(shí)，暫停投標(biāo)人的投標(biāo)資格一年；失信分******集團(tuán)公******委員會(huì)現(xiàn)場在對(duì)應(yīng)網(wǎng)站的查詢結(jié)果為準(zhǔn)。
******集團(tuán)公司供應(yīng)商、承包商、******委員會(huì)現(xiàn)場在對(duì)應(yīng)網(wǎng)站的查詢結(jié)果為準(zhǔn)。
************集團(tuán)公司機(jī)電辦處理結(jié)果為：不予受理、駁回、維持原評(píng)標(biāo)結(jié)果）達(dá)到一次及以上的，投標(biāo)將被否決。

*（8）第八章中要求的其他合格的資格證書。

(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (******). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
